I got really lucky - as I stood there dumbfounded before the route map featuring both kanji and katakana, about to have a meltdown, an older man tapped me on the shoulder and said, "Can I help?" He handed me a card that had his name and "Tokyo City Ambassador" under it (I think he printed them himself). Then he helped me find my train, and since he was going that way anyway he got on with me and told me when to change for my connection. He spoke about 12 languages, had lived in Brazil and the US and, I think Africa, and I guess just decided to appoint himself "helper of lost tourists" when he got home. Man I got lucky that day.
